Jurisdictions Offering Economic Citizenship

Only the Commonwealth of Dominica in the Eastern Caribbean and St. Kitts & Nevis now offer economic citizenship or dual citizenship as it is also known. Some people include Austria but the investment requires millions of dollars and is out of the reach of the ordinary citizen.

St. Kitts & Nevis

Second Citizenship in St. Kitts & Nevis requires investment in an Approved Government project of US$350,000. This usually involves buying land in a designated project and can be very expensive as there are additional purchase costs, namely conveyance fees. In addition the following fees are payable:

  1. US$ 35,000 for the main applicant
  2. US$ 15,000 for the spouse
  3. US$ 15,000 for any dependent children below the age of 18
  4. US$ 35,000 for any dependent and unmarried children older than 18 but younger than 25.
  5. Children over 18 years but below 25 must be in a full time learning institution and fully supported by parents.
  6. US$ 3,500 due diligence fee per person who is older than 16 included in the application.

Duration of Passport

  1. Passport is valid for 10 years and can be renewed very easily.
  2. For children under sixteen it is valid for five years.

How to Apply for Citizenship/Second Passport


Documents you will need to provide
:

  1. A letter of Application addressed to the Minister of Legal Affairs which we will advise you on.
  2. Certified copies of passports
  3. Certified copy of Birth Certificates for all members of the family from place of residence and birth if different
  4. Marriage Certificate or Dissolution of Marriage where required
  5. Police Record, with fingerprints, from country of birth and country of residence (if different) for each applicant sixteen (16) years and older.
  6. Police Clearance or Criminal History Certificate. In the U.S., persons need to apply to the FBI directly for a criminal history report. Information to do this can be found on the following website: http://www.fbi.gov/hq/cjisd/fprequest.htm
  7. One (1) professional reference
  8. Two (2) personal references. Referees should have known the investor for 5 years or more.
  9. Recommendation from applicants’ banker.
  10. Letter of employment.
  11. If you own your own business, an audited financial statement.
  12. Letter of recommendation from the head of the school/university for children between 16 and 18 years old.
  13. Detailed Business Background Reports: A C.V. or resume and any other relevant biographical profile information (please note: for retired persons, a detailed work history including employers, locations, positions and dates held, including any self-employment, is still required).
  14. If applicant has their own business, copies of incorporation or other business registration documents (may include the following, if applicable -- corporate registration information, commercial license, commercial registration, registration of shareholders, business license, etc.).
  15. Most recent Income Tax Return
  16. Notarized copies of University/College Diplomas
  17. Eight (8) passport size photos for each applicant. Note: Passport photographs should be 2-1/2 inches by 2 inches.
  18. Affidavit from investor declaring source of funds
  19. Statutory Declaration
  20. Medical Certificate including HIV report (See Form Below)
  21. Notarized Disclosure Form (See Form Below)
  22. Two (2) completed and notarized copies of Application Form 12 for each applicant. (See Form Below)
  23. Documents should not pre-date application by more than three months.


Due Diligence

You will have to pay for due diligence.

These costs range from US$5,000 upwards. The cost varies according to

i) where you have resided,

ii) the number of countries in which you have resided,

iii) your county of birth,

iv) number of family members.

Interviews

All applicants will be required to undertake an interview which will be conducted in Anse BateauEnglish. No interpreters will be allowed.

Interviews take place in Dominica and are held on the second and last Fridays of the month.

If the investor is unable to travel to Dominica and wishes to have his interview conducted overseas, interviews can be conducted at the British High Commission in London or in New York. The investor would be required to pay US$3,000 plus the full cost of hotel, airfare and Per Diem for three members of the interview panel.

While it is possible to get interviews outside of Dominica if you cannot travel to the country, we believe it is a good idea to visit Dominica so that when using the passport you are more knowledgeable about the country.

In no circumstances will an interview be waived.

The whole process takes approximately six weeks from the date of receipt of due diligence report provided all the correct documentation has been supplied.
